Seminar: Academician’s Perspective on Justice in Timor-Leste

On April 24, 2025, the Xanana Gusmão Reading Room hosted an academic seminar titled “Academician’s Perspective on Justice in Timor-Leste: Not According to Its Testimony,” featuring Mr. José Tomás Alves as the distinguished guest speaker.

During the discussion, Mr. Alves shared insights into the current state of justice in Timor-Leste, acknowledging public concerns and criticisms regarding its implementation. He pointed out that justice is a broad concept, but its realization depends on the institutions that uphold it.

“Justice is realized through the instruments we have, through our courts and other legal entities,”

he stated. “But the courts do not implement justice alone—they need the cooperation of other entities, including public prosecutors, defense counsel, justice officials, and technical support services. Together, they form the backbone of our justice system.”

He further emphasized the independence of judicial decisions, explaining that judges base their rulings solely on constitutional and legal provisions rather than external pressures.

“The decisions given by the court align with what is stated in the law and the constitution. Judges do not depend on decisions from other entities, whether public or private. Their rulings are based on the law, ensuring fairness and impartiality.”

One of the key themes of the seminar was legal awareness among citizens, especially young people. Mr. Alves highlighted the importance of educating the public on the judicial process, as many tend to view justice only through court verdicts, without understanding how those rulings are reached.

“Before people seek justice, we need to raise awareness and share information with all citizens, especially our youth. Many see justice solely through the decisions of the court, but they lack an understanding of the process behind those decisions. It is crucial to explain the system so that citizens, particularly young people, can grasp how formal justice works.”

The seminar provided a valuable platform for dialogue and reflection, underscoring the need for public engagement in understanding and strengthening the justice system in Timor-Leste.
